A Future Police State

Rule by Surveillance
The Emperor’s system
Charlie learns that Mingus governs through extensive monitoring and can use a time machine to correct political failures. The ruler’s power reaches backward as well as across territory.
A personal limit
Mingus operates the machine himself because another user could travel back and kill him. The restriction both protects and isolates his authority.
The Emperor Takes the Box

Mingus Reveals Himself
A chance encounter
A bearded man approaches Charlie, recognizes his white box, and produces a matching device and a gun. He identifies himself as Mingus.
Escape at the last moment
As Mingus demands the machine, a time-displaced image distracts him. Charlie activates his own device and escapes before the Emperor can seize it.
Resistance Assembly

Gleisters Organize
A meeting of doubles
Charlie reaches a gathering where many versions of himself try to form an organization. They appoint Egon Gleister as chairman and name a resistance center.
The unknown ruler’s identity
The assembly discusses how little it knows about Mingus’s origins. Its effort to coordinate resistance creates a political opening for the Emperor to exploit.
Mordecai’s Infiltration

The Emperor Among His Doubles
A persuasive intervention
Mordecai Gleister argues that the Emperor’s rule may have been an attempt to restore order to a violent future. Hieronymous recognizes him as the same bearded ruler encountered earlier.
Power asserted openly
Mordecai reveals himself as Mingus and threatens the meeting with a weapon. The resistance has been infiltrated from within by the ruler it sought to oppose.
A New Emperor

Authority Changes Hands
The foretold succession
Mordecai fires at Egon but is killed instead. Egon accepts the gun and renames himself Mingus, taking the imperial role.
A provisional order
Hieronymous urges the others to let the new ruler govern while they continue their work. The transfer appears to preserve the sequence of emperors rather than break it.
